It absolutely is not. AI counts as a medical device: it’s used to help diagnose and inform medical treatments. However, this is a loophole, because (quoting fda.gov):

The FDA will only step in after complaints or enough pets start dying.
If AI isn't good enough to give health advice to humans, why is it good enough to give it to pets?

Try it! I had a few vets try the app and they found it not only good but fun to use.
A vet has the knowledge to evaluate its output, I do not.
